Special Parking Permit Request Form FY 2026

Special parking permits are valid in all parking locations on campus except for Reserved Spaces and Hourly Only locations. Both a Special parking permit and a valid DMV issued placard or license plate is required to park in an ADA space on campus. Designated accessible parking spaces are available in all parking garages and surface lots on campus. Please visit our website for a current parking map www.odu.edu/parking.

I agree and understand that my parking privilege is solely for my own use in coming to campus and is not a benefit to be shared with anyone else. Sharing this benefit with vehicles registered to people affiliated with ODU in other capacities is a violation of this Special parking privilege and may result in the suspension of my parking privileges and fines, towing, or other measures on unauthorized vehicles.

I understand my parking is provided as a courtesy and I agree to follow current practices and all regulations. Those who wish to have a campus parking permit without charge are required to complete the online application form. Citations received as a result of failure to obtain a permit or to follow the regulations are not subject to appeal or administrative intervention. Hourly parking using Mobilepay “Text 2 Park” is widely available across campus.

I understand that I am being issued a virtual parking permit. A virtual permit means that a physical permit will not be mailed to me or required to be displayed in the vehicle. Old Dominion University enforces parking on campus using a License Plate Recognition system to match vehicle license plates to a valid ODU parking permit. I understand that it is my responsibility to contact Transportation & Parking Services directly if my vehicle information changes prior to parking on campus.
